Our operations continued to grow in 2025. The use of joint procurement approaches EUR 1.8 billion, which contributes to savings in public administration. The Finances section of the Annual Report contains the report of Hansel’s Board of Directors.
Operations of the joint procurement unit
Hansel’s aim is to arrange tendering and maintain joint procurement contracts that bring significant benefits in the form of prices, quality and process cost savings. Hansel also offers procurement tendering and development services.
Financial position and key figures
In 2025, acquisitions under Hansel’s joint procurement agreements totalled EUR 1,788 million. The use of many joint procurement procedures continued to grow strongly compared to the previous year, although the savings in public administration were also reflected in procurement.
Services
At the end of 2025, Hansel had 73 framework agreements, 60 dynamic purchasing systems and 28 small-scale procurement services. In 2025, the sales of tendering services totalled EUR 2.6 million, and the value of procurement development services was EUR 593 thousand.
Review of events in 2025
The implementation of the strategy mainly progressed well. The joint procurement growth target of EUR 1 billion set by the owners from 2023 to 2028 is challenging, as savings in the public sector reduce procurement.
Risks and the management of risks
Hansel’s operative risks are particularly associated with tendering related to joint procurement and contract management. The risks are mitigated through good knowledge of procurement legislation and by following the company’s tendering process.
Personnel and organisation
On 31 December 2025, Hansel had a total of 145 active employment contracts. A total of 99% of the employment contracts were valid until further notice, and the average age of employees was 45.
