Hansel in figures 2025
The use of joint procurement increased to EUR 1,788,000,000. Our customers also made extensive use of the tendering service and procurement development service - our experts assisted them for a total of 3,360 days.
Hansel - central purchasing body for the public sector
Hansel's owners are the Republic of Finland and the Association of Finnish Cities and Municipalities, and its customers include ministries and their subordinate departments, municipalities, joint municipal authorities, wellbeing services counties, universities, Keva, parishes, and all public law bodies governed by the state or a municipality.
Savings targets slowed down growth
The austerity pressures of public administration were reflected in joint procurement through Hansel in 2025, and the targeted use of joint procurement under Growth Strategy Plus was not achieved. However, growth amounted to EUR 70 million, and the company’s profit development was better than planned.
Development of joint procurement
At the end of 2025, we had a total of 73 framework agreements and 60 dynamic purchasing systems to offer our customers. There were 28 small-scale procurement services available. There were 1,270 contractual suppliers, of which 67 per cent were SMEs.
Savings calculations highlight the advantages of joint procurement
In May 2025, we published comprehensive calculations of the savings generated by Hansel’s use of joint procurement for its customers for the first time. According to our calculations, savings totalled approximately EUR 323 million in 2024.
The compliance team ensures compliance
Ethical operations are the responsibility of every Hansel employee, and the work is supported by a compliance team at Hansel, which coordinates, is responsible for instructions, provides orientation and strives to ensure compliant and ethical operations.
Security was strengthened through instructions and training
At Hansel, security matters are taken care of by the security team. Its tasks include matters related to information security, data protection and preparedness. The team also takes care of personnel and premises security and security-related communications.
Knowledge of the Act on Public Procurement and Concession Contracts, competitive tendering expertise and good service receive praise
Customer and supplier satisfaction has been monitored at Hansel since 2014. Stakeholder feedback has been increasingly positive. In 2025, customers gave us a score of 4.29/5 and contractual suppliers a score of 4.20/5.
Central purchasing bodies exchange experiences in international arenas
The central purchasing bodies cooperate closely internationally. Hansel employees share their expertise with others in several forums and learn from best practices in other countries.
The year culminated in the Procurement Tour
In 2025, events were an important part of our customer and supplier cooperation. We organised 57 events with a total of nearly 5,700 registered customers and contractual suppliers. In addition to these, we participated in eight trade fair events.
