Joint procurement

At the end of 2025, Hansel had 73 framework agreements, 60 dynamic purchasing systems and 28 small-scale procurement services (compared to 75 framework agreements, 57 dynamic purchasing systems and 27 small-scale procurement services at the end of 2024). There were 1,270 contractual suppliers at the end of the year (1,030 at the end of 2024). SMEs accounted for 67% (61% in 2024) of the contractual suppliers.

The distribution of Microsoft licences was Hansel’s largest joint procurement procedure in 2025: the value of procurement totalled EUR 215 million (EUR 196 million in 2024). IT consulting was the second largest at EUR 163 million (EUR 163 million in 2024), and hardware leasing services the third largest at EUR 147 million (EUR 123 million in 2024). The expansion to the social welfare and healthcare sector in line with the strategy was successful, and the first procurements of housing services for the disabled started in spring 2025.

Measured in euros, the largest government customers were the Finnish Defence Forces, Government ICT Centre Valtori and Senate Group. The largest municipal customers were Istekki Oy, DigiHelsinki Oy and Kaarea Oy. Of university customers, the University of Helsinki, Aalto University Foundation sr and the Tampere Universities community made most use of Hansel’s contracts. Of the wellbeing services counties, South Savo, Central Finland and South Ostrobothnia used joint procurement most.

Government electricity procurement is handled centrally through Hansel’s framework agreement and involves derivatives that hedge against changes in electricity prices in accordance with the Government’s electricity hedging strategy. Hansel is responsible for the management of this portfolio and is the counterparty to the derivative agreements on behalf of its customers. For Hansel, electricity derivatives trading is a pass-through item, and all the related expenses and income are charged for in full from Hansel’s portfolio customers (see Note 5.2).

Tendering services

The total net sales of tendering services sold in 2025 was EUR 2.6 million (EUR 2.5 million in 2024). This figure also includes internal tendering assignments for joint procurements outsourced to Hansel, accounting for EUR 0.46 million (91 assignments, 72 in 2024). There were 171 chargeable tendering projects in 2025 (173 in 2024).

The average customer satisfaction score for project-specific tendering services was 4.71, the highest in measured history, in 2025 on a scale of 1 to 5 (4.64 in the previous year). Tendering services were most typically provided to customer groups in extensive system procurement procedures and various device purchases. In 2025, impact targets were set with customers in 93 tendering projects. A final impact assessment was performed in 56 projects. Post-assessments of tendering carried out later during the contract period were carried out on 50 projects. These contacts led to several new assignments for 2026.

Procurement development services

The value of invoiced procurement development services was EUR 593 thousand (EUR 504 thousand in 2024). The majority of the development assignments involve the control and organisation of procurement, the analysis of key indicators and current status, planning, contractual management, the development of supplier cooperation and sustainability. The customer satisfaction score for procurement development services was 4.86 on a scale of 1 to 5 (4.58 in the previous year).

In 2025, the development indicator tool measuring the development level of procurement was revised. In addition, representatives of the Procurement Development Unit participated actively in various networks, such as Hankinta-Suomi and Suomen osto- ja logistiikkayhdistys Logy ry.
