Savings targets slowed down growth

The Growth Strategy Plus vision is to be our customers’ preferred procurement partner, and the added value to the customer is at the core of the strategy. Our operations must be ethical and efficient while offering an excellent service experience. Sustainability work will continue to be our trump card: during this strategy period, we will focus particularly on monitoring sustainability requirements and communicating about sustainability work. Our strategic intent from the personnel perspective is “We have expertise, appreciation, discussion and fun”.

The austerity pressures of public administration were reflected in joint procurement through Hansel in 2025, and the targeted use of joint procurement under Growth Strategy Plus was not achieved. However, growth amounted to EUR 70 million, and the company’s profit development was better than planned. The favourable reception of the new joint procurement in the social welfare and healthcare category was particularly pleasing, as we began to offer our customers housing services for people with disabilities as well as services for child protection and families with children.

The company’s Executive Committee and Board of Directors reviewed the goals of the growth strategy, and the growth target of one billion euros in the use of joint procurement was kept unchanged for the time being. However, an exceptionally high number of uncertainties were identified, which may slow down the achievement of the goal. The faith in growth remains strong, as joint procurement is an absolutely cost-effective and easy way for customers to carry out public procurement. However, there is uncertainty about the rate of growth. In the strategy workshops and meetings, we did not identify any needs for change in the strategic priorities, and we focused on setting targets for 2026.

New offering in 2026

In 2026, we will continue to develop the offering in the social welfare and healthcare category: we will carry out preliminary surveys on housing services for the elderly and services for substance abuse and mental health rehabilitees. In addition, the aim is to launch a new ICT services and software dynamic procurement system. We will update the savings calculations for joint procurement with the 2025 figures and will also pilot the calculations in tendering services.

We will revise the customer relationship management model while continuing active networking and commissioning a reputation survey. We will support our customers in any changes caused by the change in procurement legislation. We want to develop the service experience by leveraging personalisation and artificial intelligence. We will update the sustainability programme based on the recent CSRD-aligned double materiality analysis (DMA). In addition, we are preparing for the entry into force of the Wage Transparency Directive and organising extensive procurement training for our personnel.
